Negotiations between Iraqi politicians on forming a new government have delivered a surprising outcome. The winner of the May 12 parliamentary elections Moqtada al-Sadr, an Iraqi nationalist, has announced a seemingly unlikely pact with the runner-up in the ballot, Hadi al-Amiri, who is close to Iran.
